English \| French "أمن الإنسان" هو موضوع السلسلة الجديدة لتقارير التنمية الإنسانية العربية. ويسعد الفريق البحثى المركزى المسئول عن إعداد العدد الأول من هذه السلسلة أن بفتتح من خلال هذا المنتدى نقاشا مفتوحا حول مفهوم أمن الإنسان، وماهو مدلوله فى البلدان العربية ولدى جماعات متباينة من الرأى العام فى هذه البلدان. وسوف يتم إرسال المساهمات فى هذا النقاش إلى كاتبى أوراق الخلفية فى هذا التقرير وكذلك لأعضاء الفريق المركزى والمؤلف المحرر للتقرير. وسوف يثرى هذا النقاش فهم هؤلاء جميعا لمعنى أمن الإنسان فى الوطن العربى، كما أنه سيكون إحدى وسائل إشراك قطاع واسع ومتنوع من الرأى العام العربى فى النقاش حول هذا المفهوم وتبعاته فى الوطن العربى. ولذلك يتمنى الفريق المركزى للتقرير ممن يطلعون على هذا الموقع أن يجيبوا على الأسئلة المطروحة أدناه، وأن يشاركوا فى نشر المعرفة بهذا الموقع وهذا الحوار إلى أكبر عدد ممن قد يهتمون بهذا الموضوع. 1- ما الذى يعنيه مفهوم أمن الإنسان بالنسبة لك؟ وماهو الفارق بينه ومفهومى الأمن الوطنى أو أمن الدولة؟ 2- ماهى أشد مصادر التهديد لأمن الإنسان فى الوطن العربى؟ 3- هل تقوم الحكومات العربية بمجهودات كافية لحماية أمن الإنسان لمواطنيها؟ 4- مالذى ينبغى عمله من وجهة نظرك لحماية أمن الإنسان فى الوطن العربى؟ 5-هل لديك أفكار أخرى يمكن أن تسهم بها فى النقاش؟ يمكن أن تكون إجابتك باللغة العربية وهذا أفضل، أو بأى من اللغتين الإنجليزية أو الفرنسية. وشكرا حارا مقدما على مشاركتك فى هذا الحوار. يرجى العلم أن المشاركة لا تتطلب الكشف عن الهوية الشخصية. أ. د. مصطفى كامل السيد، استاذ العلوم السياسية بجامعة القاهرة المؤلف المحرر للتقرير. English The theme of the new series of Arab Human Development Reports is Human Security. The research team in charge of preparing the first issue of this series would like to open this Forum for a free debate on the concept of human security, how it is perceived in different parts of the Arab world and by different sections of public opinion in Arab countries. Contributions to this debate would be sent to the concerned writers of the background papers as well as to members of the Core Team. They would serve in this way in enriching understanding of report writers of what human security means in the Arab world and also to engage a larger and more varied Arab public in discussing this concept and its implications for the Arab world. We would like therefore viewers of this site to respond to the list of questions below and to disseminate knowledge of this site to all those who might be interested in this issue. 1-What does the concept of human security mean to you? How is it different from national or state security? 2-What are the major threats to human security in the Arab world? 3-Do Arab governments do enough to safeguard human security of their citizens? 4-What do you think should be done in order to enhance human security in Arab countries? 5-Do you have other ideas that you would like to contribute to this debate? What are they? French: Le thème de la nouvelle série de Rapports sur le Développement Humain dans le Monde Arabe porte sur la Sécurité Humaine. L'équipe de recherche chargée de préparer le premier numéro de la série souhaite ouvrir ce Forum en vue d'un débat libre sur le concept de la sécurité humaine, et sur la manière dont elle est perçue dans les différentes parties du monde arabe et par les différentes catégories de l'opinion publique dans les pays arabes. Les contributions à ce débat seront adressées aux auteurs des documents de travail, ainsi qu'aux membres de l'Equipe de Rédaction. Elles permettront ainsi aux auteurs des rapports de mieux comprendre le sens de la sécurité humaine dans le monde arabe et d'associer un public arabe plus large et plus varié à la discussion portant sur ce concept et ses implications pour le monde arabe. Par conséquent, nous demandons aux visiteurs de ce site de prendre le temps de répondre aux questions suivantes et de faire connaître le site à toutes les personnes intéressées par la question. 1-Que signifie pour vous le concept de la sécurité humaine? Comment diffère-t-il de la sécurité nationale ou d'état? 2-Quelles sont les principales menaces à la sécurité humaine dans le monde arabe? 3-Les gouvernements arabes fournissent-ils suffisamment d'efforts pour sauvegarder la sécurité humaine de leurs citoyens? 4-Que faudrait-il faire, à votre avis, pour améliorer la sécurité humaine dans les pays arabes? 5-Auriez-vous d'autres idées à apporter à ce débat? إن مفهوم أمن الإنسان بالنسبة لي يعني تأمين للإنسان بيئة سليمة التي تتضمن كافة إحتياجاته الأساسية من عمل وعلم و... والعيش تحت سقف دولة تحميه وتحمي حقوقه. أما أمن الدولة هو حرية وسيادة هذه الدولة. أشد مصادر التهديد لأمن الإنسان هي السياسات الخاصة وتهميش إحتياجات الشعب. كل ما تفعله الحكومات العربية هو الإستماع الى التدخلات الخارجية والعمل لمصلحتها الخاصة الذي يغذي الإنقسام العربي. لحماية أمن الإنسان يجب على كل دولة حل نزاعاتها الداخلية قبل الخارجية ودعم احتياجات الشعب. There’s a big difference between Human Security and National and State Security which implies the global political, economic, social, strategical, military and sometimes cultural interests of a country (and the threats that might face the country). So Human Security address the Natural Basic Human Rights of the citizen (guarantied by international charters and conventions). 2 - The basic and most common threats for the Arab Human Security rely on poverty, lack of education, oppression (due to the nature of the Political Regimes in the Arab world) as well as misguidance from religious and political points of view. 3 – Arab Governments are not doing their proper job to protect their citizens’ Human Security. The main reason is the total absence of democratic regimes in most of the countries, the corruption, the conflictual interests regarding the people and the regime in place, and most importantly the lack of Cooperation and Development Programmes in those countries (and in some other countries those Programmes are being used for personal use by the regime and the government in power). 4 – We should activate the Surveillance mechanisms, empower them and consolidate the efforts to put them to work. There should be treaties with the Arab Governments in order to guaranty the protection of Human Security, as well as putting pressure on those governments (different kinds of Pressure: political, economic etc…) to push them to acknowledge the Rights of their citizens in what is called “Human Security” benefits and rights. 5 – As I said in Answer 4 above, we should reinforce the United Nations Organs and Programmes as well as the NGO’s Programmes addressing this matter. A clear, organized and most importantly TRANSPARENT mechanism should be put in place, and Human Security should be guarantied for all the Arabs. Tuesday, November 20, 2007

Le séminaire dont j’ai participé était le “ first youth forum “ qui a eu lieu au Caire Le 07-08 décembre 2007.ce forum de nombreux grandes personnalités ont assisté tel que Mustapha el sayed, younis et zeinab des professeurs aux universités d’Egypte. Le thème dont nous avons rapporté était sur l’insécurité humaine comme prévu. Sachant que lorsqu’on parle de l’insécurité, l’homme peut être menacer économiquement, par de crise politique, de guerres civiles, de maladies telle que le SIDA des problèmes sociaux, la pauvreté ou les catastrophes naturelles (le séisme, la sécheresse et tsunami ……..) même si que l’Etat assure la sécurité. Spécialement les jeunes de quatre pays tels que Egypte, soudan, Djibouti et la somalie, Membre de la ligue arabe, ont participé ce forum. D abord les jeunes soudanais ont évoqué en général la montée de crise politique, les guerres civiles du Darfour et le problème de sud du soudan provoquent de nombreuses personnes déplacées et cela favorise la pauvreté. Egalement les somaliens ont insisté l’absence d’un pouvoir central depuis plus de seize ans et les guerres civiles qui ne cessent de se soulever depuis la rentrée des troupes éthiopiennes en Somalie et la chute des tribunaux islamistes. Ainsi l’individu est exposé de pauvreté, d’insécurité et de la famine. En suite les jeunes Egyptiens ont beaucoup parlé leurs problèmes sociaux, la montée du fanatisme religieux, le terrorisme et l’agression sexuelle que subissent les jeunes filles égyptiennes, ce qui refreinent leur liberté personnelle. Enfin nous les djiboutiens, nous ne partageons pas nos frères ces grands problèmes qui mettent en dangers l’individu humain car Djibouti demeure dans l’oasis de la paix, de la stabilité et des échanges commerciaux. La croissance économique ne cesse de s’accroître linéairement ces dernières années, ainsi que le développement humain. Mais ce qui nous menace, est plutôt la nature, de problèmes écologiques. En effet Djibouti est un pays aride où il pleut rarement et la sècheresse est la principale inquiétude les fermiers et les nomades djiboutiens. Dans cela, les différents organismes onisiens doivent collaborer ensemble en épaulant les Etats pour lutter toute forme de menace envers l’homme.

1-What does the concept of human security mean to you? How is it different from national or state security? I think the difference between human security and national security is that the first concept refers to what threatens me in a direct and personal way. 2.What are the major threats to human security in the Arab world? I think the excessive Islamaization of the Egyptian society together with the economic situation, are the most prominent threats to human security, specially in the uncertainties about who is going to take over after Mubarak. This excessive Islamization, in my opinion, affects everything in my life. 3.Do Arab governments do enough to safeguard human security of their citizens? I think the government does not do any effective efforts, all what officials do is about calming down things, rather than real solutions.

Human security is a very vague concept and its interpretation can be done depending on the school of thought, depending on the context been it political; economical, social or even environmental. I would like to note that even if such concepts are very vague (sustainable development or human security), tackling them by UNDP reports make them very attracting either to the intellectual elite, NGOs, Governments or simply stakeholders. These concepts and even if they are vague are becoming the fashion of the new "experts" and thus giving them a crucial importance. Human security is related somehow to the daily life of every citizen either through their personal security, economical security; political security and so on... Many want to make these security matters in levels of a pyramids, but I am not sure about this way of classification simply because they are all related in a circle and the lack of any may engender many threats to the human security at all levels.
